Buenos Aires, Argentina. The work by Jose Antonio Beloqui aims to respond to a question derived from what in the author’s words supposes, “A profound institutional change.” Navarre two hundred years ago preserved its institutional structures prior to its conquest by Castile.  “If in in 1800, Navarre had all of the elements that make up a State…Why is it not in the same place today as France, Italy, Norway, or Mexico?” Throughout the essay, the author from Pamplona proposes a journey that beings at the beginning of the 19th century, with a Navarre that possess quasi-full sovereignty, ending in the transition from Francoism to democracy as just an autonomy within a decentralized State.

Published by Editorial Mintzoa, Navarre. Why not a State? Was presented in April in Pamplona and now has arrived in Argentina where it will be available for purchase the first week of December for $20.  Interested persons can order it here or by calling: +54 9 341 511 0138.

Jose Antonio Beloqui is a surveyor by profession.  His love for history and curiosity for what happened in his land has taken him, however, to question concepts that over the years have been naturalized.  This is his prime work.  Beloqui is also a council member in the Navarrese town of Uharte for Geroa Bai and a member of the EAJ-PNV board in Navarre.
