The Basque Government and the OEI organization create an alliance for education, science and culture in Latin America

Vitoria-Gasteiz. The Basque Government and the Organization of Ibero-American States for Education, Science and Culture (OEI) have signed this morning an agreement of collaboration that aims to develop joint actions in education, science and culture between the Basque community and the Ibero-American community taking into account the historical, cultural and social ties that unite both communities.  The agreement was signed by Lehendakari Iñigo Urkullu and the Secretary General of the OEI, Mariano Jabonero, during a ceremony held at Ajuria Enea, headquarters of the Basque Government in Vitoria-Gasteiz.

According to the press release issued by the Basque executive, the focus of the Basque participation will be centered on the design and implementation of cooperation projects aimed at strengthening vocational technical training systems, especially in areas such as, innovation, teacher and director training, dual vocational training distance professional training, as well as developing national qualification frameworks for programs of this nature throughout Latin America.

The agreement focuses on the development of projects aimed at strengthening professional technical education, innovation and culture in Latin America

With this agreement, both parties will develop a large joint project, especially in the area of higher and the technical-professional education, an aspect that has been greatly developed in the Basque Country.  It will also deepen the development of research on education and technological change, taking into account the opportunities and risks of areas of common interest such as automation and the devaluation of knowledge in Latin America.

This agreement opens the door for Basque universities to actively participate in the OEI’s regional strategy called “Ibero-American University 2030,” which aims to create a common Ibero-American space for higher education and research.  Thus, the agreements contemplates various possible lines of collaboration such as exchanges of information and experiences, mobility grants for teachers and students, shared research projects, internships as well as other joint strategies that promote the internationalization of Ibero-American universities.

Innovation and culture are also reflected in the agreement. In regards to science, the role of the Basque research center Tknika will be strengthened as an important pole of innovation, disseminating its best practices within the OEI, especially in matters of professional training on topics related to automation and the challenges of industry 4.0

On the other hand, the agreement also provides for the participation of the Basque Government in projects on cultural routes and itineraries as well as in projects related to the development of the economy of cultural industries.  Along these lines, the OEI works in partnership with the European Institute of cultural Routes and Itineraries (IERC) and the Council of Europe.

The Ibero-American States for Education, Science and Culture Organization (OEI) is the first intergovernmental body for cooperation in the Ibero-American space.  Since 1949, it has been working to promote cooperation in its three fields of action.  Currently, 23 member states are part of the OEI, and it has 18 regional offices in addition to its General Secretariat in Madrid.
