He was born June 6, 1926, in Rupert, Idaho, the son of Manuel Trevino and Matea Meabe of Spain. He received his education in Rupert, graduating from Rupert High School in 1944. He was drafted into the United States Army in 1944, and served in the European Theatre of World War II until he was honorably discharged in 1946. Upon completion of his service, he went into farming during the growing seasons and worked in plant operations for Amalgamated Sugar in the winters. Frank was a member of Saint Nicholas Catholic Church and had sung with the church choir and a local barbershop quartet. He served a number of years as a member of the Rural Electric Board of Directors. He was an accomplished farmer and recognized as a top producer, receiving several awards, including the Northrup King Seed Bean Grower of the Year. He was an active member of the Rupert Elks. He enjoyed snow skiing and spent several seasons as a ski instructor and a member of the ski patrol. Together, with his wife Phyllis, they enjoyed family, square dancing, and traveling. Later in life, he continued to travel visiting family and making two trips to the Basque Country of Spain—as recently as last year. He enjoyed delivering Meals on Wheels till he passed.
